The judges decided the woman falsely claimed she was  raped and had insulted the government.</p>

<p>The judges based their decision on medical evidence that the woman  was not raped, said the court’s top official, Ahmed Aden Farah. Farah  said the woman’s prison term would be delayed so she could care for her  young child.</p>
<p>&nbsp;</p>
<p>Rights groups have decried the case as politically motivated because  the woman had accused security forces of the assault. Rape is reported  to be rampant in Mogadishu, where tens of thousands of people who fled  last year’s famine live in poorly protected camps. Government troops are  often blamed.</p>
<p>&nbsp;</p>
<p>The charges and resulting sentences may result in even fewer victims  of sexual assault coming forward to report attacks in conservative  Somalia, rights groups fear.</p>
<p>&nbsp;</p>
<p>“The court’s decision to convict an alleged rape victim and  journalist who interviewed her is a terrible miscarriage of justice and  sends a chilling signal to victims of sexual assault in Somalia,” said  Daniel Bekele, Africa director at Human Rights Watch. “The case was  built on groundless charges and serious due process violations and  should have been thrown out. The government should swiftly move to  exonerate and release the defendants.”</p>
<p>&nbsp;</p>
<p>The alleged rape victim was charged with insulting a government body,  inducing false evidence, simulating a criminal offense and making a  false accusation. Freelance journalist Abdiaziz Abdinur was charged with  insulting a government body and inducing the woman to give false  evidence. Three others charged in the case, including the woman’s  husband, were acquitted Tuesday.</p>
<p>&nbsp;</p>
<p>All of the defendants denied the charges in court. Abdinur’s lawyer said he would appeal.</p>
<p>&nbsp;</p>
<p>Farah, the court official, noted while reading the verdict that  Abdinur admitted that he had interviewed the victim. But Abdinur never  published a story in relation to the interview. Farah said the court  also found the reporter guilty of visiting a man’s home without his  permission.</p>
<p>&nbsp;</p>
<p>The United Nations special representative on sexual violence, Zainab  Hawa Bangura, said this month that the Somali government’s approach to  the case “does not serve the interest of justice; it only serves to  criminalize victims and undermine freedom of expression for the press.”</p>
<p>&nbsp;</p>
<p>Rights group say the arrests were linked to an increase in media  attention given to the high levels of rape and other sexual violence in  Somalia, including attacks allegedly committed by security forces. On  Jan. 6, Universal TV, a Somali television station, reported that armed  men in police uniform had raped a young woman. The same day Al Jazeera  published an article which described rape by security forces in camps  for internally displaced people in Mogadishu.</p>
<p>&nbsp;</p>
<p>Bakele said the case was a politically motivated attempt to blame and  silence those who report on “the pervasive problem of sexual violence  by Somali security forces.”</p>
<p>&nbsp;</p>
<p>The husband, another man and another woman were charged with  assisting the alleged rape victim to evade investigation and assisting  her to secure a profit for the rape allegation, charges that indicated  the government believed there was a conspiracy to discredit it and  somehow acquire financial gain, Human Rights Watch said previously.</p>
<p>&nbsp;</p>
<p>The Somali capital has moved past the violence that engulfed  Mogadishu for much of the last two decades. In a sign of its progress,  the United States this month officially recognized the country for the  first time in two decades. The U.S. hadn’t recognized a Somali  government since warlords toppled dictator Mohamed Siad Barre in 1991.</p>
<p>&nbsp;</p>
<p>Despite the progress, Somali government institutions remain weak and  corrupt, and the government relies heavily on the security provided by  17,000 African Union troops in the country.</p>

<p>“Security forces will remain vigilant in Nairobi, Mombasa and the border with Somalia”, where Al Qaeda-affiliated Shebab militia have been fighting pro-Somali government forces, military spokesman Bogita Ongeri said.</p>
<p>“We obviously welcome the news of the killing on Osama, but that will not be the end of the war against terrorism,” Ongeri told AFP by telephone.</p>
<p>“We will remain vigilant throughout; you remember they warned of attacks recently, and now their leader has been reported killed, we will continue to strengthen our security and the intelligence gathering networks.”</p>
<p>Kenyan police started beefing up security some 10 days ago after Shebab rebels threatened to bomb public places such as shopping malls and places of worship over the four-day Easter weekend.</p>
<p>They increased patrols throughout the country, stepped up security measures at government buildings and instructed the shopping mall managers to do the same.</p>
<p>The Shebab, who control large swathes of Somalia and have been engaged in a bruising insurgency against the internationally-backed transitional government, have repeatedly expressed their displeasure with Kenya’s stance on the conflict.</p>
<p>Kenya, which shares a long and porous northeastern border with Somalia and has offered assistance to government troops battling the insurgents, has frequently expressed fears that Shebab suicide bombers will strike on its soil.</p>
<p>Al-Qaeda had claimed responsibility for the deadly 1998 truck bombing of the US embassy in central Nairobi that left more than 200 dead and several thousand injured.</p>

<p>A foreign Policy novice when he came to office, President Obama can now claim a national security victory that eluded his predecessor for almost eight years.</p>
<p>The caliber of his leadership, often the target of withering attacks by the Republican opposition, has now been bolstered in a very tangible way, as the image of celebrating crowds gathering spontaneously at the White House and the former World Trade Center in New York late Sunday night demonstrated.</p>
<p>In his speech to Americans announcing the death of Osama bin Laden, he made clear Sunday night that he had been in the driver&#8217;s seat all along, noting that he had approved the operation at its key moments And he could trumpet that no Americans were harmed in the mission carried out by U.S. special forces.</p>
<p>More details are likely to emerge in coming days that could alter public attitudes. And the unexpected news that &#8220;justice had been done&#8221; after almost a decade-long hunt may not be the turning point many Obama supporters would like it to be. Similar developments over the years, such as the successful Persian Gulf war of the early 1990s or the apprehension of Saddam Hussein in 2003, did not prove to have lasting impact.</p>
<p>But the immediate result will almost certainly help Obama&#8217;s sagging popularity, which had returned to its lowest levels in the midst of high gas prices and even questions about the legitimacy of his presidency.</p>
<p>The development is &#8220;a great boost for him, as it would be for any president,&#8221; said pollster Andrew Kohut, who directs the nonpartisan Pew Research Center.</p>
<p>&#8220;This is the most symbolic victory he could have,&#8221; Kohut said. &#8220;It&#8217;s not the end of the war on terror, but it is likely to be seen as a great achievement for the country.&#8221;</p>
<p>In tracing the roots of the successful mission back almost a year, Obama may have validated his oft-criticized reputation for caution. In combination with the military surge that Obama ordered in Afghanistan and the recent attacks on Libya, the successful operation to kill Bin Laden will make it much more difficult for a Republican to employ in next year&#8217;s campaign the familiar charge that Democrats are weak on defense.</p>
<p>Obama was able to proclaim that &#8220;the most significant achievement to date&#8221; in the war against Al Qaeda was a triumph for the U.S. military and intelligence personnel who hunted down and killed the architect of the Sept. 11, 2001, attacks, and that no Americans were killed in the operation.</p>
<p>By comparison, another Democratic president, Jimmy Carter, had to break the sad news to the nation that a rescue attempt to free the U.S. hostages in Iran had not only failed but had resulted in the loss of U.S. lives.</p>
<p>&#8220;This can be portrayed credibly as one more example of a president willing to take the long view for success and to achieve it,&#8221; said Bill Galston, a former Clinton White House aide. &#8220;It is also likely to generate a reevaluation of [Obama's] foreign policy apparatus, which hasn&#8217;t exactly been showered in praise.&#8221;</p>
<p>Beyond that, Obama has further elevated himself above a field of Republican challengers that is remarkably lacking in foreign-policy expertise, unlike his 2008 opponent, John McCain. Initial reaction from GOP presidential candidates was, as might be expected, positive.</p>
<p>Former Massachusetts Gov. Mitt Romney called it &#8220;a great victory for lovers of freedom and justice everywhere&#8221; and praised &#8220;our intelligence community, our military and the president.&#8221;</p>
<p>Former Minnesota Gov. Tim Pawlenty called it &#8220;terrific news for freedom and justice.&#8221; He recalledPresident George W. Bush&#8217;s promise that America would bring Bin Laden to justice, &#8220;and we did. I want to congratulate America&#8217;s armed forces and President Obama for a job well done.&#8221;</p>
<p>In the short term, the impact could reverberate across a range of endeavors, starting with U.S. relations with Pakistan and stretching across ongoing conflicts in the Muslim world. Obama sought Sunday night to rekindle memories of the national unity that prevailed after the shock of the Sept. 11 attacks, and to use Bin Laden&#8217;s death as a reminder that Americans can accomplish that to which they set their minds. But the partisanship of Washington may overcome the elation of the moment as Democrats and Republicans get down to the hard work of hammering out deals on national debt and the budget.</p>
<p>In purely political terms, the impact is unlikely to be as long-lasting as Democrats might hope, with the 2012 election still more than a year and a half away. And it is not directly linked to the public&#8217;s top priority, which remains the domestic economy and the dearth of jobs nationwide.</p>
<p>But it may well remind Americans, and the world, of the unparalleled might of the U.S. military establishment, and of Obama&#8217;s own resolve.</p>
<p>Facing serious questions about his strength on military matters, candidate Obama make the hunt for Bin Laden a key priority during the 2008 campaign.</p>
<p>&#8220;We will kill Bin Laden. We will crush Al Qaeda. That has to be our biggest national security priority,&#8221; Obama said in an October 2008 debate with McCain.</p>
<p>On Sunday night, in announcing that the long nightmare for thousands of victims&#8217; families was at an end, the president reported momentous progress toward that pledge.</p>
